Bylaw Compliance Officer
The Bylaw Compliance Officer is responsible for the enforcement of many of the City's bylaws. A bylaw is a piece of legislation that a city or municipality enacts through its Council. Bylaws are put into place for various reasons, some of which are:
- Public safety;
Enhancement of the community;
To regulate property use through bylaws like zoning and untidy premises;
Animal control;
Environmental control such as noise, and tree removal regulations.
All complaints received by the City of Parksville must have the following information:
- the location of the offence (street address or location);
the nature of the offence;
the name, address and telephone number of the complainant.

If you require assistance, have an inquiry or a complaint regarding barking or offleash dogs, please contact the Bylaw Compliance Officer at 250 954-3080.
Concerns regarding cruelty to animals or the welfare of an animal such as adequate food, water, shelter or veterinary care or have found an injured animal, please contact the SPCA at 250 248-3811 during their normal working hours.
Call the BC Ministry of Environment at 1-800-663-9453 (WILD) if you have encountered or observed a potentially dangerous wild animal in your neighbourhood.

Parking Enforcement is the responsibility of the Bylaw Department and is assisted by the Corps of Commissionaires regarding on-street parking offences. The City of Parksville, Traffic Bylaw No. 1436, regulates the parking of vehicles on every street within the City limits.
